Assignment Title: Procurement Specialist
Reference No.: TRHTS/IC01

The Solomon Islands Electricity Authority T/A Solomon Power has received financing from the Australian Infrastructure Financing Facility for the Pacific (AIFFP) toward the cost of the Tina River Hydropower Transmission System, and intends to apply part of the proceeds for consulting services in recruiting a Procurement Specialist.

The consulting services (“the Services”) include but not limited to provision of support to internal Solomon Power’s Project Management Unit (PMU) in procuring Consultant and Infrastructure Works Contract, devise a Procurement Plan, coordinate with the Project Lender (s) on the Prior Review Process, provision of procurement related trainings and will report directly to SP’s internal PMU Project Manager and General Manager Special Projects & Planning. Detail tasks and responsibilities can be accessed from the Terms of Reference (TOR). Services required will be on short term basis (i.e. a Nine (9) months) and its estimated level of effort is 5 person-months.

The Solomon Islands Electricity Authority T/A Solomon Power now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

  • At least Ten (10) years’ experience in the procurement of goods, works and consulting services through the AIFFP/World Bank procurement processes and procedures, or similar international financing institutions;
  • Electricity or similar Engineering Utility working experience;
  • Demonstrated experience to produce progress reports;
  • Extensive experience in Procurement/Project Management;
  • Demonstrated good written and oral communication skills; and
  • Demonstrated experience to deliver outcomes within tight timeframes
