  1. The Solomon Islands Electricity Authority (Solomon Power) now invites sealed Bids from eligible Bidders for the design, Supply, installation and commissioning of the Tanagai Solar Site, Guadalcanal, Solomon Islands. The turnkey process up to the plant operational acceptance will be one year. The proposed generation capacity shall be grid connected inverter based generation, without energy storage, to be constructed including a step up transformer and 11kV switchgear to allow for The Employer to connect a 3 core 11kV cable to the site from an existing nearby substation. The successful Bidder will thereafter be required to provide operation and maintenance support to Solomon Power for a period of 24 months. Only eligible Bidders with key qualifications given below should participate in this bidding process.
    • Net worth in the last financial year should be positive.
    • Minimum average annual turnover of US$3,000,000.00 within the last 5 years.
    • Cash flow requirements of US$500,000.00.
    • participation as contractor, joint venture member, management contractor, or subcontractor, in at least two (2) similar contracts within the last three (3) years, each with a value of at least One Million, Five Hundred Thousand US Dollars (US$1.5M), that have been successfully and substantially completed.
  2. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in Solomon Power Procurement Policy and Manual (2019), and is open to all eligible Bidders as defined in Section 5 of the bidding document.
  3. Interested eligible Bidders may obtain further information from Solomon Power, General Manager Capital Works of CW.Procurement@solomonpower.com.sb/ Jeremy.Maneipuri@solomonpower.com.sb and inspect the bidding document during office hours 0900 to 1600 hours at the address given below.
  4. The bidding documents in English language may be obtained by interested eligible Bidders upon the submission of a written application to the address below.   5. A Pre-Bid meeting will take place at the following date, time and place:

  1. Background and sector context:
    The Solomon Islands Electricity Authority (SIEA) now trading as Solomon Power (SP) is a vertically integrated state owned enterprise that owns, maintains and operates the national electricity grid in the Solomon Islands.  SP generates, transmits, distributes, sells and regulates electricity in Solomon Islands.The majority of the SP assets are located in Honiara on the island of Guadalcanal, the capital of the Solomon Islands. SP’s electricity networks are largely concentrated in ten town centers serving the main urban/industrial areas on each of the eight (8) major provinces.  They include Guadalcanal Province (Honiara) as noted above, Western Province (Noro, Munda, Gizo and Seghe), Malaita Province (Auki and Malu’u), Central Province (Tulagi), Makira Province (Kirakira), Temotu Province (Lata), Isabel Province (Buala) and Choiseul (Taro).The largest electricity network in the Solomon Islands (both in terms of geographical coverage and in electricity sales) is in Honiara, with a maximum demand of approximately 16 MW.  The main generation plant for Honiara is located at Lungga, about 10km from the Honiara CBD.  The Honiara network consists of- Diesel power stations at Lungga and Honiara (34.2MW installed capacity)
    – 1 MW Solar farm at Henderson
    – Five 33kV feeders interconnecting the power stations and substations
    – 33/11kV substations at Lungga, Honiara, Ranadi, Kola’a, Honiara East and White River.
    – Thirteen 11kV distribution feeders

    A significant program of capital investment in generation, network and distribution infrastructure is planned over the short to medium term to improve power system economics, reliability and security of supply.    Such investments have long-term economic and financial implications for the SP and energy consumers, given the long asset lives involved. Lungga Power Station Electrical Upgrade is part of this investment.SP has identified need for assistance from engineering consulting firms to complete detail technical engineering design for reinforcement/upgrade of Lungga Power station.
  2. Objective of the study and deliverables for this assignmentThe purpose of this study is to do a detailed design for replacement of existing 11kV and 33kV switchgears and associated equipment including protection/control/metering, AC/DC supplies, auxiliary transformer supplies for generators in the old Lungga power station and provide procurement & construction supervision support. The electrical upgrade should allow for prudent operational and safety standards while enabling regular maintenance and higher degree of plant reliability and security of supply for both current and future load growth.The scope of the study includes;2.1. To do a detailed design (based on concept design to be provided to winning Bidder) including but not limited to the following final detailed design items:a) Proposed detailed Site layout drawings of the Lungga switchgear electrical works.
    b) Proposed detailed equipment layout/panel layout drawings.
    c) Proposed Single Line drawings
    d) Proposed Protection, control and metering scheme and Single line drawings
    e) Proposed SCADA systems and interface to fit existing and proposed systems.
    f) Proposed earthing layout
    g) Proposed building layouts
    h) Proposed civil works/layout/plans
    i) Proposed building to house the electrical equipment with full air-condition system
    j) Detail staging of works plan including contingency measures during construction to minimize major outage of power supply to Honiara.
    k) Detail program timeline for the construction of works, scope of works and technical specifications to be utilized by the installation Contractor.
    l) Detail cost estimates for the complete upgrade of the entire 11kV and 33kV switchgears and its auxiliary systems within the old Lungga power station to an accuracy of Plus/minus 20%.
    m) Details of future interface to fit for purpose of incorporating for 2 X 66kV lines entry.
    n) Proposed system to be equipped with fire alarm system capability
    o) Proposed SCADA system to have adequate storage capability
    p) Proposed system to have duplicate protection relays (from separate vendors – Preferably SEL & Siemens) for all step up transformers and 33 kV feeders
    q) Proposed system circuit breakers shall be rack able and preferred to be Schneider or ABB make
    r) Proposed building layout shall have adequate space for carry out operation and maintenance/replacement works
    s) Proposed system shall have spare panels at 11kV and 33 kV for future requirements2.2. Detailed design should include at minimum a detailed earthing study report, fault calculation/analysis/update on the existing DIgSILENT model, protection coordination report, insulation coordination studies, integration report between the old and new Power Station. Detailed earthing study should consider separate grid as well as bonding to the existing taken into account current and future (Tina 66kV reticulation) fault levels.
  3. Duration

    The Consultancy assignment may run for a period of Eleven (11) months (both for design works, Procurement Support and Construction site supervision) or as agreed upon and is proposed to start in June 2022.
  4. Competence and Qualification
    The SIEA now invites eligible consulting firms or Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The Consultant’s team must be familiar with international best practices in power utility management, power system operation and planning, Design in; Earthing study & design, Protection/grading study, Lighting protection design, and Construction specification. The Consultant’s team must have experience in using DIgSILENT modelling and CDEGS for the related electrical designs.The Consultant must have extensive international experience in: 0.415/11/33/66kV Power System.The following key positions are an indication only and it is the final responsibility of the Firm to propose a team highly qualified and suited to achieve the objectives of this consultancy

    – Electrical engineer with minimum 10 years’ minimum industry experience in primary and secondary substation design
    – Protection/Automation engineer with minimum 10 years’ industry experience
    – Design/Commissioning engineer with minimum 10 years’ industry experience in the described nature of works.
    – Civil/building Design Engineer with minimum 7 years’ experience
  5. Selection
    The attention of interested Consultants is drawn to the Annex F of the Solomon Power Tendering and Evaluation Policy and Procedures Manual.Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.A Consultant will be selected in accordance with the (Consultant Qualification Selection) CQS method set out in the Solomon Power Tendering and Evaluation Policy and Procedures Manual.The detailed Terms of Reference (TOR) for the assignment and the Appendixes are attached to this REOI.
