The Expression of Interest (EOI) for the Selection of a Consultant for the
Design Review and Assessment of the Existing Uninterruptable Power System
(UPS) and Battery Systems (Emergency Power System) for the MAN Power
Station at Lungga in Honiara, Solomon Islands

 

1.0 BACKGROUND

The Solomon Islands Electricity Authority (SIEA), trading as Solomon Power (SP) is a vertically integrated state-owned enterprise that owns, maintains and operates the national electricity grid in the Solomon Islands. We’re currently experiencing an exciting time of capital infrastructure development, network expansion and transformational change, undertaking SBD $1bn capital works program to building an electricity network model that allows us to better service our customers and future proof SIEA’s network.

The majority of the SP assets are located in Honiara on the island of Guadalcanal, the capital of the Solomon Islands. Its 33/11/0.4kV, 11/0.4kV and 0.4kV electricity networks are largely concentrated in ten town centers serving the main urban/industrial areas on each of the seven major provinces. They include Guadalcanal Province (Honiara) as noted above, Western Province (Noro, Munda and Gizo), Malaita Province (Auki and Malu’u), Central Province (Tulagi), Makira Province (Kirakira), Temotu Province (Lata) and Isabel Province (Buala).

The largest electricity network in the Solomon Islands (both in terms of geographical coverage and in electricity sales) is in Honiara, with a maximum demand of approximately 15.5 MW. The main generation plant for Honiara is located at Lungga, about 10km from the Honiara CBD. The Honiara network consists of

  • Diesel power stations at Lungga and Honiara (34.2MW installed capacity)
  • Five (5) 33kV feeders interconnecting the power stations and substations
    33/11kV substations at Lungga, Honiara, Ranadi, Honiara East, White River and at Kolaridge.
  • Thirteen (18) 11kV distribution feeders

The diesel power station located at Lungga comprises two main generating plants, the first is the originally installed power station and the second is a newer power plant that was put into service in 2016. The new power station incorporates 4 x 2.5MW MAN diesel engines which are operated in a separate powerhouse adjacent to the old Lungga Power Station.

To further enhance its generation capacity and network system stability, Solomon Power now intends to upgrade its existing DC systems (24 VDC, 110 VDC and 240 VDC) to a dual DC system to provide a backup in the event of a single DC system failure at the MAN power station.

Therefore, Solomon Power sought the services of an experienced consulting firm to undertake the Design Review and Assessment of the Existing UPS and Battery Systems (Emergency Power System) for the MAN plant at Lungga Power Station, develop the scope of works and concept proposal and preparation of budget costs and project timeframes for Solomon Power Tender Evaluation Committee for approval.

2.0 The Consultancy- Scope of Service

The detailed scope of work for this assignment is made available in the Terms of Reference (TOR) and will be made available on request to Solomon Power at contact details provided in section 4.0 below.

The key objectives of this assignment is depicted in the following tasks and the main the deliverables are:

  • Provide budgets for the DC dual system upgrade encompassing all ancillary systems for the existing DC systems.
  • Develop a staged implementation plan with realistic timeframes and schedules that minimizes impact to the existing operations considering it being a brownfield site.
  • Develop budget and providing justifications for upgrade with associated budgets with sufficient details/breakdown required for Solomon Tender Evaluation Committee Approval.
  • Provide cost breakdown for the various key project stages such as design/engineering, procurement, installation and commissioning etc.
  • Consultant to respond and address any queries raised by Solomon Power with respect to the reports, concept plans, budgets, etc.

Deliverables:

Comprehensive Report for the MAN power plant at Lungga , addressing all the existing DC systems ( 24 VDC, 110 VDC and 240 VDC) and relevant subsystems reporting on the condition and suitability of such system ( DC dual system) for the continued use and operation of the power plant, with respect to relevant standards and industry best practices.

3.0 The Expression of Interest Evaluation Process

3.1 The Selection Criteria

The selection criterion is based on the technical requirements (40%) and the financial proposal (60%). The technical requirements are such that experienced firm having undertaken similar previous projects, and the availability of key expertise required for the assignment. The weighting for each criterion is shown in the table below:
