The Solomon Islands Electricity Authority trading as Solomon Power, the Implementing Agency and Ministry of Mines, Energy and Rural Electrification (MMERE), through the Ministry of Finance and Treasury have received financing from the World Bank towards the cost of the Solomon Islands Electricity Access and Renewable Energy Expansion Project (SIEAREEP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) requires a National Energy Advisor to support Ministry of Mines, Energy and Rural Electrification with i) Review the relevancy of targets and strategies in the Solomon Islands National Energy Policy (SINEP) implemented since 2019-2024 and ii) Update the SINEP and recommend key policy measures, strategies, and actions for effective implementation to form SINEP 2025-2030. The estimated level of effort is for a 12 months’ period, commencing November 2024. During this period the National Energy Advisor will work full time based in Honiara. The consultant may require ad hoc domestic travel. The consultant to provide the scope of services as detailed in the TOR.

Ministry of Mines, Energy and Rural Electrification now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

  1. A Master’s degree in relevant fields such as engineering, public policy, economics, strategic planning, law, business management administration or related field.
  2. At least 10 years professional experience in developing polices, strategies and action plans for the public sector.
  3. Experience in policy and regulatory aspects of energy.
  4. Ability to analyze, compile and synthesize, and present technical information.
  5. Ability to work effectively independently and as part of a team environment in a complex institutional setting.
  6. Excellent writing / presentation skills and fluent in English and Tok Pidgin.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016 [Revised November 2017 and August 2018] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
