This role reports to the Chief Financial Officer and will be primarily responsible for managing and overseeing the effective and efficient functioning of the Management Accounting Section.

Primary objectives:

  1. Responsible for budgets, forecasting and reporting, asset management, project accounting and people management
  2. Drives the effective and efficient deliveries of activities assigned to the Management Accounting Team, including the work of the Reporting Accountant and Project Accountant.

This role reports to the Manager Information Communication Technology and will be primarily responsible for delivering the first level support to the network and systems by providing administration for internal services, firewall, proxy and PC technical/help desk support.

Primary objectives:

  1. Responsible for monitoring the network status and network devices, diagnosing, troubleshooting and resolving Level 1 network issues

  4. Facilitate phone system and internal systems; facilitate basic phone set up, installing and troubleshooting handsets, printers and fax machines; and provide support to IT projects and office refurbishment and location set ups.

The role is responsible for developing the appropriate enabling environment for contract management in Solomon Power, leading the team to conduct procurement & contract management activities within Solomon Power.   • Review existing contract document and develop contract document and tender documents for all projects in Capital Works team.
  • Champion and lead tender evaluation process and prepare final contract and award of contracts to successful tenderers for projects in Capital Works Team.
  • Obtaining no objection from WB, ADB and other funders for all relevant projects.
  • Provide comprehensive training on contract management including providing documentation and process flow charts to SP staff/team.
  • Provide procurement support to SP for preparing new projects, especially preparation of documents such as procurement strategy, procurement plan.
  • Provide support for contract management, namely for support during preparation of any change order requests or other changes as may be needed during contract execution.

The role reports to General Manager Capital Works (GMCW), Solomon Power. It is a full time role and based in the Solomon Islands. The initial duration for this role will be for 12 months with option to renew for a further 18 months depending on satisfactory performance and future approval of WB funds. The key objectives of this engagement are:

  • Management of all projects and program for Capital Works team with a focus on timely delivery of World Bank projects
  • Ensure program of works and projects are scheduled and completed successfully, within budget & within required timelines
  • Development of project management skills in the Capital Works teams for successful delivery of all program and projects
  • Provide comprehensive training on project management skills including crafting documentation and process flow chart
  • Review existing project management documentation/process and revise/update for relevance, currency and accuracy
  • Assist GMCW to ensure the delivery team has optimum resources to deliver the projects/programs.
  • Work closely and support Manager Contracts to develop all required tender and contracts documentation and provide supporting role for preparation for new projects, especially preparation of documents such as procurement strategy, procurement plan.

This role will report to Manager Contracts. The person will initially take the lead to carry out procurement activities while working alongside Solomon Power team members and consistently undertaking knowledge transfer and training of Solomon Power personnel. Over time the role will progressively take a support role to the Solomon Power team as the Solomon Power team’s capacity is enhanced.

The key objectives of this engagement are to:

  • Procure goods, works and services in consultation and approval from Solomon Power as listed in procurement plans and for other projects as may be necessary
  • Provide comprehensive procurement training including providing documentation and process flow charts to Solomon Power team in WB procurement processes and ADB procurement processes and procedures. Successful transfer of knowledge and development of Solomon Power’s capacity to take on procurement activities is a key measure of satisfactory performance
  • Provide procurement support to Solomon Power for preparing for new projects, especially the preparation of documents such as procurement strategy, procurement plan, etc.
  • Assist reporting for World Bank and Asia Development Bank projects and other projects as may be necessary

Duration of engagement:
The estimated level of effort is for 6 man months over an 18 month period during which time the Procurement Specialist will spend 80% of time in Solomon Power in Honiara. The rest of the time (20%) the Procurement Specialist is expected to work remotely/working from home. The Procurement Specialist is expected to provide the estimated level of effort based on the scope of services required as detailed in relevant TOR. Furthermore, there is a possibility of additional and follow on work if required by Solomon Power.

The contract will be initially financed out of SISEP, which is due to close in March 2019, so it is expected the financing for the remainder of the contract to transfer to SIEAREEP.

It is anticipated that travel will be required to Honiara during the contract period to deliver critical stages of projects and this will be initially agreed with Solomon Power’s designated Responsible Manager.
